Special Education Case Management for School Districts: A Guide (2026)

A certified Fullmind educator leads a live online session from her desk.

Every student with an Individualized Education Program (IEP) depends on someone keeping that plan on track: scheduling meetings, keeping documentation current, coordinating the teachers and specialists who serve the student, and making sure deadlines aren’t missed. In most districts, that’s a special education case manager.

When a district can’t fill those roles, the work doesn’t go away. It lands on special education teachers who are already stretched, and IEP timelines start to slip. This guide covers what case managers do, what to look for in virtual case management, and the questions to ask any provider.

What does a special education case manager do?

A special education case manager, often called an IEP case manager, keeps each student’s Individualized Education Program on track and helps the district stay in IEP compliance. A case manager typically:

  • Coordinates IEP meetings and keeps documentation current
  • Tracks evaluation and review timelines
  • Monitors student progress toward IEP goals
  • Coordinates with teachers and related service providers
  • Keeps families informed, when applicable

When caseloads grow or positions stay open, these tasks compete with instruction for the same people’s time.

Why special education case managers are hard to hire

Special education is one of the hardest areas to staff nationally. For the 2026–27 school year, 40 of the 50 states plus D.C. list special education as a teacher shortage area with the U.S. Department of Education. Case managers usually come from the same pool of certified special educators, so when a district is short on special education teachers, case management feels it too, and IEP timelines are often the first thing to slip.

Virtual special education case management: what good looks like

  • Work inside your systems and processes. The case manager should use your IEP platform, forms and timelines, not a separate system your team has to reconcile.
  • The right certification for your state. Requirements vary by state, so the provider should match case managers to your state’s rules.
  • Collaboration with your special education team. The case manager supports your team’s decisions; it doesn’t replace them.
  • Clear documentation and updates. Your team should always know where each student’s plan stands.
  • Coordination with instruction and related services. If the same partner also provides special education instruction or related services, coordination is simpler.

Questions to ask a special education case management provider

A good provider should start by asking about your district: caseload sizes, the students you serve, your IEP platform and your timelines. Then ask:

  1. Are your case managers certified for this work in our state?
  2. How many students does each case manager typically support?
  3. Will they work in our IEP system and follow our processes?
  4. How do they coordinate IEP meetings with our teachers, related service providers and families?
  5. How will our team see documentation status and upcoming deadlines?
  6. Can the same partner provide special education instruction or related services if we need them?
  7. How quickly can a case manager start, and can we adjust the caseload during the year?

Special education case management services from Fullmind

Fullmind has provided case managers to districts since 2018. Fullmind case managers coordinate documentation, meetings and provider updates, so school teams can keep student support plans on track while educators focus on serving students. They work within your district’s processes and alongside your special education team.

Case management is one part of Fullmind’s special education services, so one partner can cover several needs:

  • Special education instruction: educators with Students with Disabilities certifications provide targeted live instruction on IEP goals and accommodations, with notifications to the school and on-platform progress monitoring, in collaboration with the school’s special education team
  • Related services: speech-language pathology, occupational therapy, physical therapy, school psychology, social work and mental health counseling, delivered by licensed specialists
  • Case management: coordination of documentation, meetings and provider updates

Every district has a dedicated account manager and access to Fullmind’s success managers. Fullmind doesn’t lock districts into rigid contracts, and districts don’t have to use everything they sign up for, so support can grow or shrink as needs change.

Results from Fullmind’s special education services

In a large Midwestern district, students with IEPs who started 68 points behind grew 14 and 9 points on the STAR assessment with Fullmind educators, compared with 0 and −1 for their peers.*

How to fund case management

Special education services, including case management, are typically funded through IDEA Part B along with state and local special education funds. Check eligibility and allowable uses with your federal programs coordinator.

How to get started with Fullmind

  1. Tell us about your district. An education consultant learns about your students, schedule, staffing and goals.
  2. Get a plan built around your needs. We recommend the right service, or combination of services, and the right format.
  3. Meet your educators. We match certified teachers or licensed specialists to your students and your state’s requirements.
  4. Start learning and track progress. Instruction begins on your schedule, and your team sees attendance and progress as it happens.

Frequently asked questions

What does a case manager do in special education?

A special education case manager keeps each student’s IEP on track. That includes coordinating IEP meetings, keeping documentation current, tracking evaluation and review timelines, monitoring progress toward IEP goals, and coordinating the teachers and related service providers who serve the student.

Can special education case management be done virtually?

Yes. A virtual case manager can coordinate meetings, maintain documentation and work with school teams and providers remotely, as long as they work within the district’s IEP system and processes and meet the state’s certification requirements.

Does a virtual case manager replace our special education team?

No. A case manager supports your team, which keeps responsibility for decisions about each student’s plan. The goal is to take coordination and documentation work off teachers’ plates so they can focus on instruction.

How is case management different from special education instruction?

Case management coordinates the plan: meetings, documentation, timelines and providers. Special education instruction delivers the plan: teaching toward IEP goals with the right accommodations. Many districts need both, and Fullmind provides both.

How many students does a case manager support?

It depends on your district’s needs, your state’s rules and the complexity of each student’s plan. Ask any provider how it sets caseloads and whether you can adjust them during the year.
